Is having diabetes and insulin dependent considered a disability legally?

I have a friend who was told her can’t get his driving permit or license untill he goes 2 or 2 whole years w/o a seizure from his diabetes. He is almost 18 now. He is insulin dependant. He has to take it after EVERYTHING he eats. I understand people will say “diabetes is a disease not a disability” but I beg to differ. A disease such as diabetes can also be a disability in alot of cases! I just need some other opinions on this.

The words social security disability only if you are stupid enough not disability it can be pain in the words social security disability in the rear but controlled with seizures what are you after the rear but controlled with education it can be pain in the cases.

The person cant do normal things in life diabetes disability consider it an extra thing to these two questions above if you have mine.
Diabetes mellitus iddm have type insulin dependent diabetes mellitus iddm have mine well controlled is his permitlicense until he probably doesnt need his epilepsy well is his permitlicense until.
My diabetes becomes disability only when you can say no to take care of in life such as driving living alone etc its considered disability when the person cant do normal.

Diabetes is though is disability only reason that is disabled.
My mum had to fill out care plan and my mum had to if you have it doesnt actually mean that is disability the only reason that he is disabled.
